Virginia Power Kites offers PASA certified instruction. That means that you can receive up to $1,000,000 liability insurance, get certified as a kiteboarder according to PASA methodology, receive a 20% discount on iKitesurf's wind reports, and receive a subscription to a kiteboarding magazine. PASA is a reputable organization that officially trains kiteboarding instructors according to an established curriculum.
This 2 day camp takes place in flat water that is waist deep in the Back River at Factory Point in Hampton Roads. Flat shallow water is ideal for learning how to kiteboard, and it is important not to have the distraction of waves and chop when learning.
Here is a link describing Factory point that also provides information about how to get there:

Here is a sample lesson plan of what we will be covering in this camp:

Two full days (9 a.m. to 5 p.m. wind permitting).
As a beginning kiteboarder, you are required to practice body dragging away from any obstructions and away from any bathers, surfers, or lifeguards. We require that all of our students are at least 100 feet away from any bathers. During summer months, you may schedule for this camp at any time. Also, after obtaining instruction, you must be able to self-launch and self-rescue and be confident of your kiiting skills if you plan to kiteboard in the Virginia Beach area.
You can learn how to kiteboard with professional instruction:
* spend at least one day learning kite control, kite safety, self-rescue, and body dragging
* learn how to water start
* accelerated learning curve because of one on one, personalized instruction
* learn how to kitesurf both directions
* develop the skills to be confident in the water
* understand the risks of flying kites in overpowered/gusty/stormy/offshore conditions
* learn to self-launch, self-rescue, and learn safety systems as well as body dragging upwind
